Having received the request to upgrade RAF Fylingdales for missile defence purposes, the MoD published a public discussion paper (available at www.mod.uk) and received a large number of responses. There was significant public and parliamentary interest in the upgrade some of which was expressed by opposition groups that had concerns over the UK becoming part of the US system and the environmental effects of the upgrade (although the latter predated the proposal to upgrade the radar). The then Secretary of State attended public meetings in North Yorkshire concerning the upgrade and also actively assisted a House of Commons Defence Committee Inquiry on the subject. The Inquiry concluded that the UK should agree to the US request. It also agreed that the upgrade would not increase the threat to the UK; would not pose health risks; and would not cause international instability.
